Since the big rains we've had up my way in the last 2 months, the odd field mouse has been finding it's way into our house, so now we set traps around the house for them. Cleaning out the storage cupboard today where we keep out rice, I found 3x 5kg bags of rice had small nibble holes in them about 4mm wide where some mouse has sampled my rice sacks. Shame on us for not putting inside a plastic tub or something (fixed now though) But the question is, is that 15kg of rice salvageable? especially since the panic buying has caused shortages of rice especially the 5kg bags.

I'm no health expert, but I'd not take the risk of catching something nasty.
But then, boiling the rice should kill most germs.
Could you save the rice down to where the holes are??

Since the bags have been moved the rice in the immediate area of the hole in the bags would of moved around by now

It'll be fine. Like SAH points out - you boil it for 11 minutes to cook it so any possible pathogen is killed in that process. Only problem may be if they urinated on it while eating. No health worry but I expect it could taste funny.

The was only about 3-4mm wide, so it didn't get inside the bag at all, just enough to thick their nose in for a taste. We use a rice cooker which has about a 20min cycle. would that suffice?

If the general public know the rodent infestation of flour mills here, they wouldn't worry.... We claim the sites are infestation free and even pass audits all the time.....
You biggest problem is not the the cooked rice but the surfaces and containers the rice comes into contact with. Practice good kitchen hygiene you will be fine.

It would be the best practices to chuck the bag... Unless it's a burlap bag, then you wash it and built a gillie suit from it

I would be tempted to gently salvage the top half of the packages, cook the bottom half and feed to the chickens...
DO NOT feed uncooked rice to anything..
