Google has been secretly installing the covid tracking app onto all android phones.
I have my bluetooth always off, and never download updates, but found the tracking app on my phone.
Go to Settings>Google services. The covid-19 tracking app will be top of the list.
Hit the 3 dots at top of the screen>Usage and Statistics> and turn it off.

it came included in the latest ios update as well with a sneaky note in the terms that stated that apple will be reporting on behalf of the gov

Google has built in the capacity to ping other bluetooth devices and read IDs from them, without interfering with Bluetooth glucose monitors etc.
The idea is for gov't apps to access this built-in functionality and then talk to their own servers.
The Aus Govt app probably doesn't use this yet, but if it doesn't, it will need to use it soon - to get around the bug where it interferes with other bluetooth devices or doesn't work with them (standard/older Bluetooth chips can only pair with one thing at a time, not sure about the latest ones - means that if something is already paired with a phone, this limits Bluetooth access for any other apps)
