On this, Article 92 of the constitution suggests here in Victoria the government of Victoria may be acting illegally against all, not just the aged. Seems pretty clear to me. www.alrc.gov.au/publication/traditional-rights-and-freedoms-encroachments-by-commonwealth-laws-ip-46/5-freedom-of-movement/protections-from-statutory-encroachment-3/Then there's international law and the human rights act to which Victoria specifically was signed.
International law
5.16 Freedom of movement is widely recognised in international law and bills of rights. For example, art 13 of the Universal Declaration of Human Rights provides:
(1) Everyone has the right to freedom of movement and residence within the borders of each state.
(2) Everyone has the right to leave any country, including his own, and to return to his country.
5.17 Article 12 of the International Covenant on Civil and Political Rights provides, in part:
1. Everyone lawfully within the territory of a State shall, within that territory, have the right to liberty of movement and freedom to choose his residence.
2. Everyone shall be free to leave any country, including his own.

4. No one shall be arbitrarily deprived of the right to enter his own country.
---------------------- 5.20 Freedom of movement is also expressly protected in the Charter of Human Rights and Responsibilities Act 2006 (Vic) and the Human Rights Act 2004 (ACT).[22] Section 12 of the Victorian Act provides:

Thankyou Shinyshooter, needless to say I did send an email to my Nans Nursing home, she's been locked in there since March and she was locked in her room for two weeks because she had to leave the facility for medical treatment. As such it has since affected her mental health she is 90 and doesn't need this shit. So I'm in words with the facility she resides in. Furthermore I hold degrees in psychology and public health so legally my professional opinion is warranted to be heard.
