Had a couple of old hessian ADF sandbags left over from my ARES days (so the bags were a minimum of 15 years old....). We had some rough weather due, so I filled them with sand and chucked them on the roof of my garden shed which is not bolted down. 6 months later, they were sprouting from weed seeds, so I thought it was time to pull them down. One split as I lifted it- showering me with sand; the other came apart as I went to move it. Definitely one-use items, those ones.

Because they expand on contact with water they will not replace regular sandbags entirely because they don't assist with projectiles.
Also transport costs will be higher because although they are lighter when filled, they are a lot heavier when 'empty'
