Jees I'm in the crap, I've got 3 and will soon get a 4th.
I think it's fair to say that in a built up area the permit will be required, in the bush, while technically required I doubt that anyone would care. I don't think I've ever seen a bush block without at least 1 container and I'll bet they don't have permits.
I admit though that this sort of thing is a big worry to me as in theory we could be pinged at any time.

I had always thought if it were no permanent you could do what you want. I guess I could throw a tent over one for the updated sat images councils get.

There is a difference if you fix them to a foundation, although I don't know what it is.
But I think even free standing requires some form of permit because in some places they are not allowed to just sit there, think a flood prone area, they can float away and take out the nearby bridge.
So in my area I doubt you could plonk one in you backyard in Bundaberg, but up in the hills on 50 acres nobody cares.
