A couple of points on that - some councils (in WA at least) require a building permit for a caravan if anyone will be living in it. The problem these days is that councils use aerial photography to look at changes to properties. So in theory, if it was camouflaged from aerial photos (not forgetting shadows that may be cast) they probably wouldn't notice.

Yeah, if you're living in it You're right of course, the council doesn't want to miss out on it's fees [extortion] Most of Vic as far as I know allow 28 days stay without a permit in a caravan or similar [tiny house]. Ideally paying the money and getting a place of some description [Frostbite's inspirational kit home] for BOL etc that's all sound is the only way to go and whilst living in a mud shelter is better than nothing, it's NOT much better than nothing

We are not allowed to even put a container on our property without a permit and it must be hidden from the road. The permit is expensive and I have seen quite a few so I don't think they enforce this to harshly, but you don't know til they come knocking

Don't quote me Fractus, though I'm pretty sure we can build a 'shed' that's 10sq meters of less if it's not got masonry [clay would be I suppose] in most of Vic, provided you have a liveable house on it also. I have always wondered if that means 10sqm and you can have 20 floors or if you can have 50 of them lol. Had I the land [working on it] I'm sure you could make them out of pallets and perhaps some posts for the frame and then just reproduce them
