Put together 2 emergency toilet kits which give me at least 6 months, thought I'd share the info.
1x Portable toilet seat & bucket - $20 [They're on ebay though I picked mine up locally]
2x Pairs of kitchen gloves for emptying - $1
1x Cheapo non-branded nappy sanitiser [napisan] - $3.50 - this steralises the contents.
3x cakes of soap - $1.50
25x bin liners - $2.50
20x face washers - $6.50 - emergency reusable wipes. Use napisan in a bucket to sanitise, just like a nappy.
9x rolls of tripple-ply double length toilet paper - $10 - I've gone the best because it takes up less space and you tend to use less of if. We use 9 rolls/month, so one roll every 3-4 days. I would imagine if it's at a premium, then we might use less/month. Also only 9 rolls fit in the bucket, which is another reason I went that way rather than cheaper stuff.
Total cost $45

The procedure is as follows, place a lining in the bucket and fill the bucket to about 1/4 of the way with water. Put in 1 cap of napisan [30g or so] and you're ready to use like normal. Pull out and dispose of the bin lining [use gloves for hygiene] every 3-4 days. The soap and a wash cloth help with hand washing.
There is enough sanitser for 75-100 days, toilet paper for 30 days, the face washes could be used indefinitely if soaked separately and soap should last a couple of months if used sparingly.
You could effectively extend this out another 3 months with
1x kitchen gloves - $1
3x cakes of soap - $1.50
1x cheapo napisan - $3.50
25x bin liners - $2.50
27+ rolls of toilet paper - $30 and you could use cheap paper if you wanted to here or just be prepared to use the wash cloths [I'd get many, I have 40 all up]
$38.50 for 3 more months.

Technically the liner isn't absolutely necessary and as mentioned above if you're willing to let it sit a few days 'WITH' another cap of napisan after you're done with it. If you were going this way, having 2 kits you rotate every 3-4 days and double the Napisan you store, it's cheap anyhow. Napisan should sanitise and break down the organic material in that time and the now sanitised material could be used as a liquid organic fertilizer. I'd do some reading on it, don't take my word for it, though don't assume it can't be either as I can't see a problem with it myself. [it's sterile!]. I get how some people even with evidence wouldn't take what they perceive as a risk, so each to their own decision.
You could probably have a couple more people using the same toilet and just have more toilet paper. The rule of thumb with using these things is if it smells then you need to do a new batch, in summer this will happen quicker and in winter it will take longer.
