Yeah, as long as they are properly labelled - I've been buying 'exotic' vegetable seeds, maily from EBay, and have had no hassles with Customs - except 1 time there was no labeling on some tomato seeds so I never got them.

I was in Thailand 5 yrs ago, and had no issues bringing in sealed packets of seeds. May have changed now, but ordering online has been fine.

It took a lot of googling to get the list though.

Most countries ban the import of seeds by individuals (Australia included), however, there aren't enough staff to check every package.
Customs have all their postal inspectors concentrating on drugs and guns, whereas AQIS are just understaffed.

Probably. Call me a goody two shoes, but I usually declare organic matter just in case. I don't want to mess it up for Australians relying on grown produce just because I wanted to to eat/grow something different. That said, it's usually candy and chocolate I'm declaring.
