Russia has a population of 144 million. Male 48,166,470/female 52,088,967 in the 15-64 age bracket, so 40 million [assuming it's true] is an 'extraordinary' number of people, about half of it's working age people. Whilst I'm not digging the bomb shelter yet, that's certainly of some concern that they feel the need to mobilize such a significant percentage of their population in peacetime.

The drill/training is one thing...the fact that Russia has pulled out of the 16 year old agreement with the US regarding disposal of weapons grade Uranium really does feel like a thinly veiled threat.

After you've prepped for a while you tend to just relax about possible threats, with an open eye never the less. So this how I thought about this - Have I got what I need for that scenario? - no - Danger versus likelihood? - Extreme danger, very low likelihood - Conclusion? - need to put a kit together. - What do I need for that kit?
Higher priority, basic kit, do now. - iodine - ordered - survey meter - ordered - this is to know the higher levels of radiation from fallout. Useless for checking low levels but essential to my mind in such a scenario so you know if it's possible to travel be outside if you're in the fallout. Recommened CDV -117 [ebay.com] as it has a detachable sensor that you put outside your shelter. $80 - usual food/water/hygiene - easy check. If I build a shelter, I would include a few weeks worth of food and water in it for obvious reasons. - nuclear manual - check DIGITAL and I ordered a hardcopy.
Lower priority, more comprehensive kit, do further research and investigation. - plastic paint suits, gloves, dust mask and eye protection - research for cheap. It's just to keep radioactive dust off body and are disposable. It has multiple uses [pandemic] and would be good to have a few of such kits. Been meaning to get around to making up such packs anyhow for pandemic. - Geiger counter - this is for lower levels of radiation and checking food contamination etc. They are also $200-1000. - dig a basic shelter > expand it over time to make it a 'little' more livable. Under the house looks like the best option. - various radios in Faraday - lighting, entertainment etc. Being in a shelter for 2-4 weeks will be mind numbingly boring.

I get what you're saying shinester and I would agree that I don't feel a direct personal threat at this point in time. Nor do I personally feel that I need to be prepared for nuclear fallout at this point in time (who knows though). But what I DO feel is that there are some significant signs that power balances and alliances are shifting globally. Ultimately I believe this will be painful for some or all of the major players. In some way the process of adjustment will be destructive. In what way will that affect me and my family? I don't know because I can't predict how it will play out. What I'm saying is that news items like this don't make me fear specifically for nuclear threat - but that they are indicators of growing destabilisation.

Yeah, I've seen shifts and concerns come and go many times. We see various countries pushing this way and that. The reality is 'if' something like war was going to happen, it would escalate very quickly. Look at history, it might be only a few days, we almost went to nuclear war twice, both times it was saved on the brink. It's also been in history that most of this kind of stuff is bluster, to let parties know that there's limits to what you can and can't do. The sabre rattling is good in some ways, it keeps sides sane. [well as sane as politicians are]. Where are we at at the moment? Looks like bluster to me, which is why I'm not under the house digging a hole/shelter. If it were to escalate, I strongly suspect we would have some warning, I will drop everything and dig the hole. The planning is done, the equipment I'll work on and I might even dig it anyhow in 6-12 months. Not because things are crazy, rather because then I'm more in charge of my own life and safety. My angle, I already have tons of gear, food, water etc. All of those things have a priority because they're applicable in many scenarios and even in day to day life, oh I'm out of milk, hang on, let me get that UHT milk, done. I'm fairly well set up. As I mentioned a war is highly unlikely and it's not zero, so well 'after' I have those other things, I'm looking at this area. Much like Fukushima, an elevated chance of war would cause a run on items such as Iodine. So I got them now anyhow. I also understand that in 10 years, they'll probably be thrown in the bin and that's fine. Similarly I got the surveying meter for the same reason, to know if the area is safe yet to move around in if the incredibly improbably event occurred, aka it's risk management. We are preppers after all. It's my hobby, I spent $120 on it, it's fun for me, some people spend that on a video game. I also don't have an issue with paying the rent, nor buying food this week because of it. That is, it's a lower priority for my finances. Besides I'll be set for any Armageddon parties in the future now ha ha

personally I think its impressive that the Russian government is taking the time to hold such a large scale drill involving 40 million people.
Perhaps the Russians understand something the west doesn't and that is all this aggressive enforcement of foreign policies can by world powers can only lead to one very unfortunate place I mean with the US now saying that covert strikes on Syria's forces is back on the table and saying this not long after they accidently bombed his besieged forces who were fighting a global enemy and the accident went on for an hour its not hard for a logical person to think that if US goes after Assad's forces the Russian advisers or forces will get hit as well and I think we might find Russia wont fool around now the S300 and S400 Air Defence systems are in place

I don't buy the false flag part so much I just found it interesting that there are F 18s lying around painted like Russian units that could easily be mistaken for the real thing by untrained eyes
I do have to say the ramp up of anti Russian hysteria by western powers is alarming and I also find it annoying hearing uninformed masses parroting the story they have been spoon fed by the media without doing any research or investigating who the real stake holders are in current events
I get blindly accused of being pro Russian and anti western powers but I am really just anti hypocrisy

I like to be open and critical of everything.
Russia could be antagonizing US could be antagonizing. China could be antagonizing.
It looks like someone's doing something, that's my concern. Why are they doing it? Not sure it matters to me. Do I think it's 'red alert', am I getting out one of my trenching shovel and digging out a hole under the house as a fallout shelter? No. Am I ready if it did, yes.
