"Pasty Butt" is a common issue with raising chicks, their poop gets stuck and builds up and can eventually kill them.
Don't mistake this for another build up which can be seen on the stomach region, which looks very close to the same area. That build up is where the chick has absorbed the yoke in through its stomach at the last stage of breaking out of the egg for its nutrition. Dont clean that off either, leave it.
However, pasty but is the build up of the poop on the backside vent area. This you can clean off gently and pull the plug out. Pasty butt can and does kill chicks but i have found a good natural way to treat it that has been working well for me.
Put apple cider vinegar in every refill of their water. Don't worry about measurements, just try something like 1/4 apple cider vinegar to 1 part water and go from there, it doesnt put them off the water either and should help also with their general health too.
This season with a run of incubator chicks i had most chicks with a pasty build up, so i treated for a week and have continued in every refill of water, and its cleared every one of them up, and i didn't even bother cleaning them first.

I just lost 6 "day old" light Sussex to mushy chick syndrome. . Turns out I need to be better at incubator hygiene. I am going to get some apple cider vinegar into their water as soon as I get home if it helps with general health. Thanks

I preemptively put the cider vinegar into 24 day old chicks. 2 got pasty butt so far, so I am not sure of its efficacy. Although I picked off the mess and none have come back yet
