I've done plasti-welding before and its highly dependant on the plastic being used and creates issues bonding different types of plastic.
My quick and dirty idea was to get 2 coke bottles, cut one in half and epoxy the two caps together. Drill a quick hole through the middle of the caps and suspend a wire through the hole into the cut bottle for hanging. Job done.

Just found this on the Tube Joey. Similar idea to yours. There are a couple of parts to it. Looks easy to do.

I do have a plastic/poly welder and have done a bit with an electric soldering iron. Biggest trick is getting the right donor material.

Thermoplastics can't be welded; they don't melt. But they generally can be chemically welded (although an epoxy or other adhesive will work out cheaper and more readily available).
