Speculation is that a pharmaceuticals manufacturer (this isotope is used in cancer treatments) somewhere in central Europe had a spillage and hasn't registered it with the authorities (why register and be fined if you can get away with covering up?). Apparently it was recently confirmed that was exactly what happened last time unexplained isotopes spread across Europe a couple of years ago.
