Most militaries have think tanks that constantly perform role plays trying to cover as many scenarios as possible. Guaranteed they would also have some for ET invasion, super volcanos and skynet taking over. After multiple role plays a policy may be formulated then filed away somewhere ready for use

I meat a guy that did scenario planning for the Australia defence force - like if we got involved in a war with Indonesia then we would need xxx number of men and materials, xxx number of trained military officers - they then look at staffing levels to see how they could deal with such a situation.

The US is now looking at EMP scenarios and bio weapons as they realise they have a lot of critical weaknesses.
