China's version of diplomacy is "we do what's best for us and bugger what you think; but if you do the same, we'll call you out on it".
Hence, Chinese state owned companies dump all sorts of materials (steel etc) into the world market, then when other countries complain in the WTO they make excuses about being third-world countries being picked on by racist western countries. At the same time, they also place tariffs on imported goods, then make the same excuses when those exporters' countries complain about WTO transgressions --- there are many industries that China still prohibits foreign investment in, although they expect foreign countries to let Chinese companies in (eg. the Chinese government complaining about Huawei being banned from supplying materials to Australian and many other countries' national telecom grids, meanwhile China doesn't allow foreign involvement in their telecom grid at all).
