There was clearly panic in the front truck. If there wasn't it wouldn't have smashed into the vehicle behind it. It may also explain how they not hear the horn on the rear truck trying to alert them? Listen to the tone of the voices.
Agreed. It's a pressure situation and mistakes are made.

The trucks have fire blankets and heat shielding that provide more protection than the sprinklers. Especially in high winds where much of the water is blown away.
I know a few people who have survived burnovers on a day like that on open grass/cereal stubble in just farm utes.
My specific point remains: Fires are scary ... even the professionals freak out. Don't Underestimate them.

For comparison. This is an outstanding crew who know their stuff. Surprised by a full bore, tree fueled inferno ... and calmly execute the drill.
This is what we should aspire to be like under pressure and facing risk. But ... that's easier said than done and only comes through practice drills and exposure to hazards.

It's a pressure situation and mistakes are made. 3 long hoots of your tankers horn is the last warning of burn over so the front tanker probably did hear the horn
Now depending on which S.O.P they are operating under they would of been trained to get under another trucks water on the leeward side of the fire impact but that other car the police unit messed with the programme mind you I don't blame them id be getting my ass under there pretty quick as well
The actual report on the fires and the loss of the tankers on the day is quite a good read a lot of the problems were communication and new equipment installation 'for a price 'that failed on a bright note those two trucks went on to keep fighting the fires and later saved a couple of farms so it all end up ok
