Once finished that kind of structure is quite strong and self supporting. Kind of like the old Roman arches and a lot of other things like that. The physics of the engineering is impressive. Once the layer of concrete covering is dry it adds lots to the structures integrity. There is a word for that kind of concrete over coat as it were, stucko isn't the right word. And the covering is water resistant.

I don't know about earth quakes, but I would have to make sure it was OK under a considerable snow load..........
