Here is an interesting video on government encouraging the population to be come preppers. Up to and above a level they sustained a long time during the cold war era of the late 1940s to 1970s, 80s or later. There experts are saying attack from Russia depends on two things. Yes.. A bit disconcerting at first that government would participate or lead in something practical and useful as this.
Once over that shock, frankly, a bit of envy at the majority of people who seem to be participating. Hard to assemble the words well to express this, but... Kind of an individual participation in a common issue, maybe not as a united group as such.
It would also seem, the farther you move from colder to warmer climates the less likely a national cooperation, participation like this can, or will work.

Interesting to note from that video that Sweden has reinstated conscription as well as encouraging their citizens to become preppers.
