People laugh at the Chinese and their apparent lack of ability to innovate. To be blunt though, it's probably a lot cheaper to buy and/or ignore IP infringement to get the technology you want.
Look at what happened with the F-16.

I hope that somewhere the US had a honeypot folder named 'Mars rocket plans' with doctored blueprints for a doomed to fail Mars explorer system. Come to think of it govt & commercial entities should litter their IT systems with plausible but dysfunctional tech (including biotech) that the Chinese can steal and waste resources copying & building. It could be called the China Industrial Wasted Assets N Karma Program

Indeed. Everyone is doing it. And sometimes we benefit from some of it in the form of lower prices for things which would otherwise be held for ransom by particular countries and corporations. Other times it costs us. Swings & roundabouts I suppose.

I see you're not entirely familiar with how government procurement works.
They probably spent a fortune in time and money doing security clearance on the non-chinese construction company ... but weren't to fussed about the Chinese consultants and suppliers the construction company ended up bringing along to the job.

Currently defence force packs and webbing are made in Vietnam. The idiocy of procuring equipment from a country that we will lose access to the instant a conflict begins is astounding.

Speaking of defence contracts, there were 74 pallets of hexi tablets at auction, ended 9am this morning, 34,000 tablets per pallet, bids as at 0600 today around $320 each pallet.
Almost bought one.

Australia needs to adopt a similar policy as the US has with the Berry Amendment. The Berry Amendment states that all defence products (uniforms, bags, packs, pouches, etc) MUST be made IN the US with US made materials, including the threads, webbing, velcro, material etc.
