EROL: Excessive Rule of Law – the opposite of the better known WROL, this describes a police state where laws are plentiful and fully enforced to the point of infringing on basic rights. While WROL can be triggered by an event, EROL is usually more gradual. EROL, however, can occur when the governing body reacts to an event.

I think the thing that's missing is the mandatory vaccination program when a vaccine finally arrives.
It won't be a one-off either. Everyone will be forced to take a jab every year. Everyone will also have to either carry an RFID implant with vaccination history encoded or some kind of card. The authorities will make sure the card carriers face maximum inconvenience in using said card so everyone caves in and takes the chip option instead. This is how we track livestock.
Once that is in place, exceedingly rich and corrupt pharmaceutical companies will start lobbying the authorities to be able to put certain 'experimental additives' in the annual vaccines to test the effects of other newly developing drugs (with nothing to do with infection control) It will result in experimental medicine gone feral.

We will effectively have a mandatory vaccination program. No vaccine, kids can't go to school, no travel etc.
