Most of those countries have unbelievable amounts of corruption which are why the people starve even with the influx for foreign aid from around the world, NGO's are also guilty of sticking their hands into the cookie jar and pocketing large amounts of the aid money for "admin" fees while living in gated camps with armed security when they are in-country.

My dad was so hungry in France after D-Day that he had to stick up American convoys to steal their rations. He reckoned the last truck in a convoy was always the food truck. I can just see him running onto the road, aiming his sub-machine gun and yelling 'this is a stick-up, your powdered egg or your lives'.
