Isn't dehydrating ground meat kinda dangerous because of the possible chance of botulism?

Isn't dehydrating ground meat kinda dangerous because of the possible chance of botulism? You have to cook the beef first!!! and use very lean beef, as the fat is the problem! Cooking removes the excess fat, but rendered fat will dehydrate!
